This problem could be related to the chipset, the BIOS version the drivers or even the Operating System. Keep in mind that the OEM (Original Equipment Manufacturer) creates a lot of customizations on their laptop, they can enabled/diabled features and functions of the device. There are some reports that state, as you mentioned, that the Virtualization feature is enabled in the BIOS but the Intel® Processor Identification Utility shows is deisabled, that could be because of the version of the tool installed, please updated it to : Just to confirm the Intel® Core™ i7-7700HQ Processor does support Virtualization, both (VT-x) and (VT-d) as you can confirm in the following link: Mjfneto, Thank you for posting in the Intel® Communities Support.
